The Prime Minister’s Strategy Unit of the Cabinet Office contributes to the continuous improvement of policies in the UK. The strategy unit provides strategic policy advice to the prime minister and his office. Several characteristics describe its approach. (a) It has a strategic focus and (b) the work is project-based. (c) People working for the unit stem from civil service, think tanks, consulting companies, academia, and overseas. (d) The work itself has an emphasis on analysis and evidence based policy making.
According to Aldridge, project- based working forces you to rigorously plan where to deploy your resources. Another advantage is that flexibility is increased. More and more departments dispose of resource pools, which make new demands on the organisation at the same time, such as managing the transition of people from one project to another through management systems and HR systems.
With evidence based policy making, which includes learning from other countries best practices and strategic audits where relevant circumstances for the British society and their impact and policies are taken into account, self-reflection from within the system is enhanced.
